Capabilities:
Mr. Rice's fields of expertise include Civil Engineering, Traffic Accident Reconstruction, Structural Engineering, and Construction / Building Inspection. Specific capabilities include failure analysis, building inspections, property loss investigations, construction cost estimating, hydrology studies, airport design and construction, roadway design, construction materials analysis, structural analysis and design of various material components, water damage source evaluation, structural damage inspections, OSHA compliance evaluations, and concrete/asphalt pavement evaluation and design.   Mr. Rice has given numerous depositions and is a court qualified expert witness.

President, Civil / Structural Engineer. Provides consulting and forensic engineering services to the legal, insurance, and construction industries.

Applied Technical Services, Inc. - Marietta, Georgia: 1993 - September, 1997
Civil / Structural Project Manager: Responsibilities include client contact and coordination of projects which address themselves to Civil Engineering, Structural Engineering, and Construction Engineering concerns.

Welker and Associates, Inc. - Marietta, Georgia: 1990-1993
Project Manager: Responsibilities included the planning, design and construction administration of airports and roads. Projects included the design of asphalt and concrete pavements, the rehabilitation of existing pavements, grading and drainage design, and the coordination of the other engineering disciplines involved. Other duties included structural design and detailing, hydrology studies for sanitary and storms water facilities, interpretation of land surveying information, design airport navigational aids, and coordination of utility relocation's. Maintained relationships with the Federal Aviation Administration (FAA), Federal Communications Commission (FCC), and the Georgia Department of Transportation (GaDOT). Skilled in the use of computers in Computer Aided Design and Drafting (CADD), word processing, land surveying, and the generation of noise contours to determine human exposure.

Howard, Needles, Tammen, and Bergendoff, Inc. (HNTB) Atlanta, Georgia: 1985-1990
Civil Engineer: Responsibilities included the design and construction administration of asphalt/concrete aprons and runways, drainage structures, site grading, and other civil engineering projects at and around Hartsfield Atlanta International Airport. In Charleston, South Carolina, responsibilities included the inspection of reinforcing steel, concrete placement and pile driving operations for a six mile bridge over the Cooper River.
